An Official City Update

We received this response back from the city when we asked for a report on the initiatives to combat illegal aliens in Elgin. A pat on the back goes to the city for transparancy and taking some action:

RE: Status Report on Initiatives to Combat Illegal Immigration

Dear Mr. Heaton:

This letter is in response to your e-mail of February 28, 2008 in which you requested a status report on what you refer to as the 100% screening and the ICE ACCESS program.

As of March 1, 2008 the City of Elgin Police Department began conducting expanded immigration screening to include all foreign born arrestees booked into the Elgin jail facility utilizing ICE’s Electronic Immigration Alien Query (IAQ) System. The Police Department will be reporting all illegal immigrants detected from such screening to ICE on a monthly basis.

On January 18, 2008, the city applied to ICE to participate in the ICE ACCESS program. Since that time the Police Department has had telephone discussions with the ICE officials regarding the ACCESS Program. Police Chief Lisa Womack also met with the Assistant Secretary of Immigration for ICE last week to discuss the ICE ACCESS Program and several other issues regarding cooperation between ICE and local law enforcement. A meeting has now been scheduled with the ICE Assistant Special Agent in charge for next Monday, March 17, 2008, to further pursue the city’s application to participate in the ICE ACCESS Program. Police Chief Lisa Womack, Deputy Police Chief Bob Beeter and I will be attending such meeting.

Although not referenced in your e-mail, I will mention the two other initiatives announced in the City’s January 2008 press release. The city reinstituted the use of the e-verify system in January of 2008. The city has also commenced including in city contracts additional provisions whereby
contractors must certify to the city that all of its employees providing products or services to the city under a city contract are legal residents of the United States and that the City of Elgin may audit the records of contractors to confirm such legal status.

Very truly yours,
